Senior Analyst, Modelling and Forecasting Section  

Job Summary

Reporting to the Senior Leader, Modelling and Forecasting, the senior analyst position is part of the Data and Planning Branch. 

The Modelling and Forecasting Section within the Data and Planning Branch plays a pivotal role in shaping the future of health workforce planning in Canada. By fostering a collaborative environment, this section is at the forefront of developing standardized methodologies and tools that enable comprehensive forecasting and scenario planning for the health workforce.  

More specifically, this role will support: 

  • Establishing a technical modelling working group that enables capacity building and coordinates the development of standardized forecasting definitions and methodologies. 
  • Contributing to the design and proposal of HW modelling and forecasting tools applicable for policy questions and interdisciplinary models of care. 
  • Reviewing the relevance of data sources across sectors such as health and education to support integrated health workforce planning. 
  • Contributing to the development of pan-Canadian health workforce forecasting models and scenario planning tools that emphasize the connection between education, workforce supply, and team-based care models. 
  • Advancing early warning systems and planning tools to ensure readiness and resilience in Canada’s health workforce. 

Duties and Responsibilities

  • Collaborates with the HWC team to identify and address emerging needs related to health workforce planning and forecasting.  
  • Contributes to developing the program of work of the modelling and forecasting section.   
  • Supports research and development on existing HW models and forecasting tools, including microsimulation models. 
  • Reviews and analyzes data processes to identify inefficiencies and areas for improvement. 
  • Establishes and maintains collaborative relationships with external partners, vendors, and service providers, particularly in the areas of data management, modelling, and forecasting tool development.  
  • Provides support to external partners, as needed, in the deployment of data models and forecasting tools. 
  • Manages competing priorities, deadlines, and analytical tasks to ensure smooth operation and timely delivery of modelling and forecasting outputs. 
  • Advances the use of machine learning, artificial intelligence, and other novel technologies to augment the functionalities of existing models and tools, enhancing the accuracy and effectiveness of health workforce forecasting. 
  • Participates in matrix team models across the organization to provide analytical support to other parts of the organization, ensuring a cohesive approach to data-driven decision-making. 
  • Contributes to the operation and promotion of HWC through participation in internal and external committees, presentations, and attendance at conferences and other activities, as required. 

Knowledge and Experience

  • Advanced degree (Master’s, Ph.D. or combination of experience) in a data-related field such as Information/Data Science, Statistics, Computer Science, Epidemiology, Economics OR a combination of practical experience in a similar role in a Ministry of health, health care information organization, academia, or health-related setting.
  • Machine Learning: Experience coding and developing supervised, unsupervised, and reinforcement learning algorithms.
  • Statistics: Strong background in statistical analysis, hypothesis testing, and probabilistic models.
  • Microsimulation Model Development: Demonstrable experience in creating and/or managing microsimulation models, including familiarity with relevant software and frameworks (e.g., R, Python, AnyLogic).
  • Strong organizational and time management skills and demonstrated attention to detail.
  • Strong interpersonal skills including the ability to build strong relationships and work respectfully and inclusively with a diverse team
  • Demonstrated planning and problem-solving skill abilities.
  • Demonstrated ability to lead and work collaboratively to achieve organizational and program objectives within a matrix team.
  • Good verbal and written communication, and presentation skills.
  • Ability to meet travel requirements.
  • Fluency in English is required, bilingualism in both official languages is an asset.

About Health Workforce Canada

Health Workforce Canada (HWC) is a new, independent organization created in 2023 by a Steering Committee with funding from Health Canada.  HWC will bring together health care and health workforce experts to learn from each other and to strengthen health workforce data and planning, so that together they will help ensure health workers are there to provide the care people in Canada need. 

In its start-up phase, HWC has identified a number of early priorities to help address key health human resources (HHR) issues in Canada. These priorities include pan-Canadian stakeholder engagement, the establishment of a set of HHR communities of practice, and the development of data dashboards and early HHR modelling and forecasting work.
