Program Lead, Data & Planning (Contract Position to March 31, 2026)

Job Summary

Health Workforce Canada is a new, independent organization created to bring together health workforce experts and those in the health care field to learn from each other and to strengthen health workforce data and planning, with a goal to help ensure health workers are there to provide the care people in Canada need.

As this new organization comes online, Health Workforce Canada has identified a number of early priorities to help address key health workforce issues in Canada. These priorities include connecting the health workforce environment, enhancing and accessing Health Workforce data through the development of data dashboards, early health workforce Canada modeling and forecasting, and sharing what works in the health workforce space.

This Program Lead, Data & Planning position is responsible for identifying and leading activities to support work to enable Health Workforce Canada’s strategic priorities including development of a pan-Canadian health workforce data strategy.

Duties and Responsibilities

  • Supports the planning and execution of projects to support strategic health workforce initiatives identified as priorities by Health Workforce Canada.
  • Leads research, environmental scanning, internal and external consultation on Health Workforce Canada’s health workforce data strategy.
  • Plans and leads stakeholder participation in a pan-Canadian health workforce data strategy advisory group. Includes outreach to relevant subgroups to ensure representation of subject matter expertise, as well as coordination of meetings, both virtual and in-person.
  • Leads development of related health workforce data strategy documentation, including its preparation and delivery for internal and external audiences.
  • Facilitates collaboration with other Health Workforce Canada teams by initiating and/or participating in meetings to support corporate initiatives aligned with Health Workforce Canada’s strategic plan.
  • Monitors the health information, digital health, and health workforce landscape to identify emerging issues and opportunities contributing to the health workforce data strategy work and Health Workforce Canada’s broader strategic work.
  • Leads the development of workplans, including resource planning, overall project scheduling, and reporting. Provides regular progress reports to the supervisor.
  • Supervises an external consultant, providing leadership, direction, and feedback.
  • Participates in matrix team model across the organization to provide support to other areas in the data and planning division, and other teams including dashboard development, modelling scans, and stakeholder engagement activities.
  • Contributes to the promotion of Health Workforce Canada through participation on external committees, presentations, and/or attendance at conferences and other activities, as required.

Knowledge and Experience

  • Master’s degree in health sciences, social sciences, health information, health policy, administration or other relevant field, or equivalent combination of experience/education.
  • 4 years’ experience working with health workforce related data and information.
  • 3 years’ experience working with health workforce stakeholders.
  • A strong record of successful team engagement and project management.
  • Strong understanding of Canada’s health workforce environment and the range of stakeholders in the health workforce ecosystem.
  • Solid understanding of Canada’s broader health system structure, federal provincial governments, and decision maker information needs.
  • Excellent verbal and written communication, interpersonal, facilitation and presentation skills.
  • Experience with client support, education and communications planning in the health sector is an asset.
  • Experience in managing multiple complex projects. Strong organizational and time management skills and demonstrated attention to detail.
  • Ability to lead and work collaboratively within a matrix team.
  • Ability to meet travel requirements.
  • Fluency in English is required, bilingualism is an asset.
