Information Technology Lead  

Job Summary

As this new organization comes online, HWC has identified several early priorities to help address key health human resources (HHR) issues in Canada. These priorities include pan-Canadian stakeholder engagement, the establishment of a set of HHR communities of practice, and the development of data dashboards and early HHR forecasting work.  

Reporting to the CFO, the Information Technology Lead is responsible for providing oversight and support to ITS and digital related programs/projects.  As a highly organized professional with strong time management, problem-solving and communication skills, this position delivers on the tasks of the job to support a start-up organization, while contributing to HWC’s overall vision to improve the use of and knowledge of health workforce data to support better care for Canadians. 

Duties and Responsibilities

  • Provides recommendations for the IT strategy and roadmap for all technical requirements to meet the organization’s mandate
  • Leads all IT support staff including the web developer, full stack developer and any contractors hired.
  • Relationship manager for all 3rd party IT vendors to ensure that organization expectations and needs are met to satisfaction or exceeded
  • Oversees the day-to-day operations of IT infrastructure ensuring target service level objectives are maintained
  • Develops and enforces strong Information Technology Infrastructure Library (ITIL) based change control and problem management practices
  • Stays up to date with industry trends and champions best practice in tools and processes
  • Collaborates with 3rd party managed service provider to implement Privacy and Security policies, procedures and processes ensuring alignment with current legislation, industry standards and best practice
  • Collaborates with others to manage quality assurance, risk management and IT education programs
  • Manages collaborative relationships with key technical staff in partner organizations to ensure technology enablement and success of initiatives that have a technical focus or component.
  • Drives innovations throughout the organization and IT function to achieve cost savings and increased efficiencies
  • Able to work in an agile work environment, participating in regular stand-ups
  • Works with the team to analyze business needs and formulate solutions.
  • Creates software according to established coding standards, participates in code-reviews to ensure standards are met, ensures code is appropriately documented.
  • Produces technical and business process documentation, and reviews accuracy and quality of technical documentation provided by peers and vendors.
  • This position may involve flexible working hours (i.e. evenings and weekends) for Disaster Recovery, system maintenance and new deployments
  • Collaborates with team members to share system specific knowledge and participates in training programs and knowledge transfer sessions.
  • Assists the Senior Management Team and others as required
  • Performs other duties and ad hoc projects as assigned
  • This role is new to the organization and will evolve as the organization grows.

Knowledge and Experience

  • University Undergraduate Degree in computer science, information technology, or other relevant discipline
  • Minimum 10 years’ experience in a similar role with 3-5 years’ experience leading direct reports
  • Ability to use IT systems and solutions well in day-to-day activities 
  • Excellent project management and organizational skills, including the ability to manage multiple projects and tasks 
  • Strong critical thinking, troubleshooting and problem-solving skills to support setting up IT infrastructure in a new organization
  • Ability to work well under pressure and be adaptable in dealing with continuing change in a fast-paced environment
  • Strong interpersonal and collaboration skills to work with both internal and external stakeholders
  • Strong attention to detail, with the ability to maintain detailed and organized files and documentation 
  • Intermediate to advanced knowledge of WordPress, HTML, JavaScript/jQuery, Typescript, Node.js., CSS PHP, Linux, SQL and Python
  • Experience working with source code management using git is required to both manage version control and deployment.
  • Experience working with BI and ticketing management tools.
  • Proficient in Microsoft 365 (Outlook, Word, Excel, PowerPoint, SharePoint, Teams, OneDrive)
  • Exhibits objectivity and openness to others’ views; welcomes feedback; contributes to a positive working environment; supports the organizations efforts to succeed  
  • Fluency in English is required, bilingualism in both official languages is an asset 
  • Ability to meet travel requirements

Location

Remote work opportunity with in-person team meetings up to 4 times per year, for a maximum of 3 consecutive days

About Health Workforce Canada

Health Workforce Canada (HWC) is a new, independent organization created in 2023 by a Steering Committee with funding from Health Canada.  HWC will bring together health care and health workforce experts to learn from each other and to strengthen health workforce data and planning, so that together they will help ensure health workers are there to provide the care people in Canada need.
