Senior Analyst, Data and Planning

Job Summary

Reporting to the Program Lead, Data and Planning, the Senior Analyst will be part of the Data and Planning division, and will be responsible for working with partners to enhance access to data, standards and tools that are critical for health workforce planning across Canada. In the short term, this will involve the development of an early interactive HHR data dashboard. In the longer term, this will evolve into the development of a Health Workforce Data and Planning strategy for Canada. This work includes leveraging pan-Canadian data across multiple sources, data standards assessment, data management, data integration, tools development, analysis and data visualization.

Duties and Responsibilities

  • Works with the Program Lead to manage health workforce data, ensuring it is fit for purpose to support production of key deliverables such as a digital dashboard for external dissemination. Key deliverables include relevant documentation for requirement gathering, data asset inventories, visualizations, and topical analytical reports.
  • Conducts data management activities including writing and updating statistical code as required for the development, computation, analysis, and/or verification of key deliverables. Includes support for release of data and information through public reporting tools, including leading execution of test strategies / test cases to ensure accuracy of reported results in adherence with an established information quality framework.
  • Assists the senior team in the development of an HHR data and planning strategy.
  • Conducts environmental scans and literature reviews to support the development of reports, statistics, and indicators.
  • Leads and/or contributes to the development of materials (e.g., analytical reports, methodology or technical notes, presentations, educational, media, etc.) for dissemination of findings and knowledge translation, and reviews written products for analytic accuracy and quality.
  • Provides professional and timely client support to respond to internal and external client queries as required.
  • Ensures adherence to, and ability to demonstrate compliance with, HWC’s privacy and security policies and procedures when using data and information.
  • Maintains and builds current knowledge of health workforce related data holdings, tools, analytical techniques and trends in health services research and health policy, and stakeholder information needs to support current work and contribute to the development of new analytic proposals.
  • Participates in other meetings and corporate project teams as required.
  • Contributes to the promotion of Health Workforce Canada through the participation of external committees, presentations and/or attendance at conferences and other activities, as required.

Knowledge and Experience

  • Master’s degree in epidemiology, biostatistics, public health, or health sciences or equivalent combination of experience/education. 
  • Three to five years related experience working with relational databases / large datasets, including manipulating, maintaining, and preparing data and visualizations, and presenting analyses and reports for different audiences.
  • Proficiency with data manipulation and open-source statistical software, such as, R, Python or other statistical software is essential.
  • Proficiency in use of Microsoft Office applications, including Power BI and/or other business intelligence tools.
  • Knowledge of health human resources issues and the Canadian health care system, as well as a sound knowledge of health information and its uses for policy development, planning, management and evaluation purposes.
  • Strong Knowledge of health admin data sources in Canada.
  • Experience with stakeholder engagement, client support and communications planning and implementation in the health sector is an asset. 
  • Excellent interpersonal skills and ability to work as part of a multi-disciplinary team with minimal supervision.
  • Proven organizational and time management skills, with an ability to manage multiple projects and priorities effectively to meet deadlines.
  • Excellent attention to detail and problem-solving skills.
  • Fluency in English is required, bilingualism is an asset.

About Health Workforce Canada

Health Workforce Canada (HWC) is a new, independent organization created in 2023 by a Steering Committee with funding from Health Canada.  HWC will bring together health care and health workforce experts to learn from each other and to strengthen health workforce data and planning, so that together they will help ensure health workers are there to provide the care people in Canada need. 

In its start-up phase, HWC has identified a number of early priorities to help address key health human resources (HHR) issues in Canada. These priorities include pan-Canadian stakeholder engagement, the establishment of a set of HHR communities of practice, and the development of data dashboards and early HHR modelling and forecasting work.
