Program Lead, Data and Planning

Job Summary

Reporting to the Director, Data and Planning, the Program Lead will initially support the early development of an Health Human Resources data dashboard, as well as the advancement of a pan-Canadian Health Human Resources forecasting modelling scan. Longer term, the Program Lead will support all of Health Workforce Canada data and planning initiatives as they evolve under the organization’s strategic plan.

Duties and Responsibilities

  • Working with senior team, develops a strategy and work plan for the health human resources data and planning division at Health Workforce Canada, including resource planning, project scheduling and reporting
  • Progresses work on the development of an early Health Human Resources data dashboard, including the identification of priority information needs, identification of technical platform, and implementation of the minimum viable product and expansion of the product over time
  • Works with external contractors, as well as CIHI, and contributes to the environmental scan on pan-Canadian Health Human Resources supply and demand forecasting models
  • Acts as the data liaison between Health Workforce Canada and CIHI on data related initiatives as they are established based on the development of the strategic plan, and associated service agreements
  • Leads and maintains detailed knowledge of the health workforce data holdings and data quality across Canada, and manages products and services accordingly
  • Contributes to the development and delivery of Health Human Resources data related capacity building activities, improving access to Health Human Resources data, and presenting and working with internal and external stakeholders to advance data literacy in Canada.
  • Compiles and synthesizes information from a variety of sources to develop products for a diverse audience (i.e., web content, briefing notes, workshops, reports, etc.) as needed 
  • Supervises a small team, providing staff mentorship, feedback and training. Conducts performance management for staff annually and regular coaching throughout the year
  • Establishes and maintains relevant data and planning related contacts with internal and external stakeholders to support their understanding and use of health workforce data as required
  • Contributes to the promotion of Health Workforce Canada through the participation of external committees, presentations and/or attendance at conferences and other activities, as required.

Knowledge and Experience

  • Master’s degree in health sciences, social sciences, statistics, health information, health policy, administration or other relevant field, or equivalent combination of experience/education
  • Three-five five years’ experience working with health data and data quality, knowledge of health workforce data and analysis
  • Two years of supervisory experience with a strong record of successful team engagement and project management. 
  • Knowledge of health human resources issues and the Canadian health care system, as well as a sound knowledge of health information and its uses for policy development, planning, management and evaluation purposes
  • Strong knowledge of other CIHI data holdings and other health admin data sources in Canada
  • Experience with stakeholder engagement, client support and communications planning and implementation in the health sector is an asset 
  • Excellent verbal and written communication, interpersonal, facilitation and presentation skills  
  • Experience in managing multiple complex projects. Strong organizational and time management skills and demonstrated attention to detail
  • Ability to lead and work collaboratively within a matrix team
  • Advanced skills in the Microsoft Office suite of products
  • Ability to meet travel requirements
  • Fluency in English is required, bilingualism in both official languages is an asset.

About Health Workforce Canada

Health Workforce Canada is a new, independent, not-for-profit organization funded by Health Canada. It was established by an Interim Steering Committee with support from the Canadian Institute for Health Information (CIHI) in the fall of 2023.

The organization will work closely with CIHI and all health system stakeholders to plan, build and support a strong, healthy workforce to enhance health outcomes for all people in Canada. 

In its start-up phase, Health Workforce Canada has identified early priorities to help address key health human resources issues in Canada. These priorities include pan-Canadian stakeholder engagement, the establishment of communities of practice, the development of data dashboards, and early modelling and forecasting.
