Director, Data and Planning

Job Summary

Reporting to the Chief Operating Officer, the Director, Data and Planning is responsible and accountable for the planning and development of Health Human Resources data and information related products for Health Workforce Canada. As a member of the Senior team, the Director will actively participate in cross-organizational leadership, strategy and oversight for the organization.

Duties and Responsibilities

  • Works with the Chief Operating Officer to develop a data and planning strategy for Health Workforce Canada, including the development of short-term deliverables as well as longer term data vision, priorities and action plans based on stakeholder information needs
  • In collaboration with CIHI, leads the development of an interactive data dashboard for Canada, and establishes a future action plan for adding new modules to address evolving information needs as new data becomes available
  • Negotiates and leads the relationship with CIHI’s data and R&A key contacts to secure access to relevant HHR data required to support the ongoing regular data reporting via HWCs data dashboard
  • Assesses and evaluates data privacy requirements related to the dashboard and other HWC data and planning products and services, and establishes appropriate processes, and procedures  
  • Identifies health information gaps and opportunities, consults and solicits input from clients and partners, and provides input and advice into strategic and operations planning for Health Workforce Canada
  • Oversees the product quality and data quality Health Workforce Canada data-related products, ensuring appropriate functionality, relevance and fitness for use
  • Oversees the delivery of all products and services relevant to Health Human Resources data literacy, training and ongoing education programs, as appropriate
  • Establishes and maintains relationships and collaborates with internal and external stakeholders to identify priorities in support of the Health Workforce Canada’s vision and data and planning related mandate
  • Provides expertise and advice to the Chief Operating Officer, CEO, the senior team overall, and others as required
  • Manages staff by providing appropriate leadership and direction. Creates and maintains a positive working environment by fostering collaboration, staff development, engagement and retention
  • Provides and solicits effective staff feedback, conducts Performance Management reviews, and ensures there are appropriate opportunities for staff development.

Knowledge and Experience

  • A post-graduate degree in Health Administration or a health discipline, or related field, with training in data, information management, metrics, analysis and/or forecasting is an asset. An equivalent combination of related education and experience will be considered
  • Progressive senior management experience in data and information systems, management and project management. Experience overseeing analysis and reporting
  • Knowledge of standards, data holdings and information at CIHI and other Canadian sources
  • Knowledge of health sector issues and challenges in Health Human Resources, as well as the organization and delivery of health services in Canada
  • Experience working successfully across teams, convening multiple players and facilitating productive dialogue and problem resolution to identify and achieve common goals
  • Demonstrated ability for strategic thinking with the ability to influence and motivate others to bring about change in a manner consistent with the organization’s mission, vision and values
  • Experience developing strategies and successfully delivering business transformation and change in products and processes
  • An understanding of health service research and health policy
  • Ability to meet travel requirements
  • Fluency in English is required, bilingualism in both official languages is an asset.

About Health Workforce Canada

Health Workforce Canada is a new, independent, not-for-profit organization funded by Health Canada. It was established by an Interim Steering Committee with support from the Canadian Institute for Health Information (CIHI) in the fall of 2023.

The organization will work closely with CIHI and all health system stakeholders to plan, build and support a strong, healthy workforce to enhance health outcomes for all people in Canada. 

In its start-up phase, Health Workforce Canada has identified early priorities to help address key health human resources issues in Canada. These priorities include pan-Canadian stakeholder engagement, the establishment of communities of practice, the development of data dashboards, and early modelling and forecasting.
