Ainsi, les d\u00e9fis que pr\u00e9sentent notamment les longs processus administratifs et les frais suppl\u00e9mentaires pour obtenir le permis d\u2019exercice ailleurs au pays cr\u00e9ent de l\u2019incertitude pour les professionnelles et professionnels de la sant\u00e9 pouvant travailler dans des secteurs \u00e0 demande \u00e9lev\u00e9e. Les programmes de transition, les r\u00e9seaux de mentorat et la formation linguistique propre au secteur sont consid\u00e9r\u00e9s comme des ressources essentielles pour aider les personnes Par exemple, parmi les 23\u202forganismes de r\u00e9glementation des soins infirmiers au Canada, l\u2019AIIC a d\u00e9termin\u00e9 qu\u2019il \u00e9tait n\u00e9cessaire d\u2019harmoniser la r\u00e8glementation. Valerie\u202fGrdisa a soulign\u00e9 que des mesures concr\u00e8tes sont requises pour reconna\u00eetre le racisme et le combattre afin d\u2019am\u00e9liorer la r\u00e9tention, particuli\u00e8rement des PSFE. \u00ab\u202fLa mobilisation des employeurs est cruciale pour reconna\u00eetre les titres de comp\u00e9tences \u00e9trangers et r\u00e9duire les pr\u00e9jug\u00e9s dans le processus d\u2019embauche\u202f\u00bb, ajoutant qu\u2019il est essentiel de former les \u00e9quipes de RH sur la reconnaissance de l\u2019exp\u00e9rience \u00e0 l\u2019\u00e9tranger et d\u2019\u00e9tablir des partenariats entre les employeurs et les organismes de r\u00e9glementation. Par exemple, en m\u00e9decine v\u00e9t\u00e9rinaire, la promotion d\u2019une \u00e9valuation fond\u00e9e sur les comp\u00e9tences plut\u00f4t que la reconnaissance des titres de comp\u00e9tences a produit des r\u00e9sultats int\u00e9ressants. Robert\u202fSmart nous a parl\u00e9 d\u2019un programme pilote o\u00f9 18\u202fchirurgiennes et chirurgiens v\u00e9t\u00e9rinaires ayant fait leurs \u00e9tudes \u00e0 l\u2019\u00e9tranger ont \u00e9t\u00e9 plac\u00e9s dans des situations d\u2019exercice supervis\u00e9 avant de passer un examen approfondi comportant notamment des \u00e9valuations en double insu. Parmi eux, 17 ont re\u00e7u leur permis d\u2019exercice en 17\u202fsemaines. Un taux de r\u00e9tention \u00e9lev\u00e9, soit d\u2019environ 97\u202f%, a \u00e9galement \u00e9t\u00e9 observ\u00e9. Par exemple, l\u2019Ordre des infirmi\u00e8res et infirmiers de l\u2019Ontario a \u00e9largi la reconnaissance des formations en soins infirmiers et augment\u00e9 le nombre de fournisseurs de services d\u2019\u00e9valuation des titres de comp\u00e9tences approuv\u00e9s pour moderniser et acc\u00e9l\u00e9rer ses processus de demande. Michael\u202fDoCouto a mis de l\u2019avant que des solutions comme le programme Exp\u00e9rience d\u2019exercice infirmier sous supervision et le permis d\u2019exercice interjuridictionnel des infirmi\u00e8res et des infirmiers visent \u00e0 trouver un juste \u00e9quilibre entre la s\u00e9curit\u00e9, l\u2019innovation et les besoins d\u2019effectifs dans la r\u00e8glementation des soins infirmiers. Il a indiqu\u00e9 cinq domaines prioritaires pour assurer la r\u00e9ussite des organismes de r\u00e9glementation\u202f: l\u2019excellence du service, les parcours de transition, la modernisation des processus, la mobilit\u00e9 de la main-d\u2019\u0153uvre et la collaboration \u00e0 l\u2019\u00e9chelle du syst\u00e8me.<\/span><\/p><p><span data-contrast=\"none\">Les minist\u00e8res de la Sant\u00e9 ont \u00e9galement un r\u00f4le important \u00e0 jouer. Par exemple, la Nouvelle-\u00c9cosse a adopt\u00e9 une nouvelle approche en mati\u00e8re de reconnaissance des titres de comp\u00e9tences pour acc\u00e9l\u00e9rer l\u2019obtention du permis d\u2019exercice des PSFE, notamment \u00e0 l\u2019aide de modifications l\u00e9gislatives. La province a ainsi cr\u00e9\u00e9 \u00ab\u202fun plan pour g\u00e9rer la complexit\u00e9\u202f\u00bb, affirme Kathleen\u202fDeCoste, en soulignant que le minist\u00e8re travaille activement \u00e0 acc\u00e9l\u00e9rer la reconnaissance des titres de comp\u00e9tences en soins infirmiers, en m\u00e9decine et en pharmacie. Elle a cit\u00e9 de r\u00e9centes modernisations dans l\u2019environnement l\u00e9gislatif et r\u00e9glementaire, comme la <\/span><i><span data-contrast=\"auto\">Patient Access to Care\u00a0Act<\/span><\/i><span data-contrast=\"none\"> (loi sur l\u2019acc\u00e8s aux soins pour les patients), qui permet aux organismes de r\u00e9glementation des diff\u00e9rentes professions d\u2019innover \u00e0 leur mani\u00e8re en mati\u00e8re d\u2019octroi de permis d\u2019exercice aux personnes venant de l\u2019\u00e9tranger, et la <\/span><i><span data-contrast=\"auto\">Regulated\u00a0Health\u00a0Professions\u00a0Act<\/span><\/i><span data-contrast=\"none\"> (loi sur les professions de la sant\u00e9 r\u00e8glement\u00e9es), qui permet aux professions de moderniser leur propre r\u00e8glementation.<\/span><span data-ccp-props=\"{&quot;134245417&quot;:false,&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">Il y a \u00e9galement des initiatives pancanadiennes visant \u00e0 harmoniser les normes \u00e0 l\u2019\u00e9chelle du pays, \u00e0 r\u00e9duire au minimum le travail en double et \u00e0 am\u00e9liorer l\u2019efficacit\u00e9.
